The State of the States: Worldwide E-Government Trends and Opportunities in the Coming Decade
Government is the largest institution on the face of the Earth. Citizens worldwide now expect more from their governments than ever before. Perennially, we struggle in the pursuit of government efficiency and cost-effectiveness. We find new levels of government accountability, with renewed mandates for government transparency. Unlike the business world, within government, we find programs and services exist in a universe where there are no natural laws of selection. In a less-than-perfect, representative form of government where it's nearly impossible to radically transform or discontinue an ailing government service or program, is there a better answer? What's today's government CIO to do? As we examine the "state of the states" in this Executive Report by Mitchell Ummel, we find that the answers exist within a rising movement, one that I refer to as "Transformative E-Government 3.0."
