Scott Hastings

Scott Hastings is a partner at Deep Water Point, LLC, a consulting company that assists technology solutions providers who want to do business with government agencies. His particular portfolio as a subject matter expert includes border management, homeland security, and law enforcement support technology applications, leveraging his government experience. Mr. Hastings is a long-time participant in many industry/government professional associations and understands the technology community from both the private- and public-sector perspectives.
In late 2006, Mr. Hastings concluded a 23-year career in the US federal government as a member of the Senior Executive Service (SES), having held various positions in two departments. Most of his career was spent in the Department of Justice with the Immigration and Naturalization Service (INS). Mr. Hastings was also a senior official in the Office of Management and ultimately appointed the first CIO of INS. The INS mission encompassed the full lifecycle of border management activities, including granting of benefits, inspection services at ports of entry, interior enforcement and intelligence, and border patrol activities between legal ports of entry. The technology implementations required to support these mission areas formed diverse portfolios that included tactical communications, remote sensors and video, GIS/GPS implementations, credentialing and secure documentation, RF technology, biometrics, and interoperability between agencies. INS worked closely with the Department of State, the intelligence community, and foreign governments to address common immigration-related problems.
With the creation of the Department of Homeland Security (DHS) in 2003, Mr. Hastings became one of its founding CIOs, as the CIO for Immigration and Customs Enforcement. He was instrumental in forming the new departmental infrastructure, assisting with the successful transition of over 20 agencies to a newly consolidated department. In this same year, Mr. Hastings was asked to join the newly created program US-VISIT to implement a congressional mandate to create and deploy technology to unify the Department of State's visa issuance process with the Customs and Border Protection's inspections process at ports of entry.
